Since 2000, under the vigorous advocacy and organization of the Chinese Volleyball Association and the Volleyball Sports Management Center of the General Administration of Sports of the People's Republic of China, and under the strong promotion of the Ministry of Education, soft volleyball has been planned and organized in China, especially in universities, middle schools, primary schools and social organizations. In 1996, Gao Shenyang, director of the Volleyball Division of the National Sports Commission, announced that the Chinese Volleyball Association planned to vigorously carry out and promote beach and soft volleyball activities to attract young people to participate in it.
