All sentient beings have been exhausted, and Bodhi has been proven, and hell is not empty, and they will not become Buddhas", which means: Only when all sentient beings have been completed can the confirmed Buddha fruit be explained. If the hell is not empty, it means that there are still sentient beings who have not been enlightened, and if they have not completed the transformation of sentient beings, they will not become Buddhas.

This phrase is from the Ranga Sutra and refers to the great wish of the Jizo Bodhisattva.

According to the Tibetan Bodhisattva Oath Sutra, the Tibetan Bodhisattva was instructed by Shakyamuni Buddha to preserve the realm of faith after Shakyamuni's death and before the birth of Maitreya Buddha, and to educate all living beings to escape from hell, hungry ghosts, wild beasts, asuras, people, and beings in the heavenly realm. He vowed, "Hell is not empty, and it will not become a Buddha."

"Hell is not empty, I will not become a Buddha" means that "if I save all the ghosts in hell, if I can't do it, I will not become a Buddha", that is, I can only become a Buddha by bringing all living beings from all over the world to the other world, which is the vow of King Jizo Bodhisattva.

Jizo Bodhisattva is the name of the Buddhist Bodhisattva, and the Buddhist scriptures say that the Jizo Bodhisattva was instructed by Shakyamuni Buddha to swear that he would do his best to save all sentient beings in the six realms, save all suffering, and wish to become a Buddha. This bodhisattva is believed to have the virtues of "great filial piety" and "great vow", and is therefore widely revered as "the great vow Jizo King Bodhisattva".
