Regulations and technical standards have been carefully designed and researched, making it difficult for developing countries to meet their requirements. For example, China's poultry exported to Japan has a health standard that is 500 times higher than the national health standard.
For rice exported to Japan by China, there are as many as 59 inspection items (generally only 9 items) stipulated by the Japanese side. In July 2001, the European Union increased the maximum allowable pesticide residue standard for imported tea by 100-200 times compared with before, which greatly increased the difficulty of China's tea export in the EU. Some U.S. regulations are specific to certain importing countries or commodities, for example, by setting standards for grade, size, quality and maturity of agricultural products that differ from those of the importing country.
For example, in order to prevent Mexican potatoes from being imported into the United States, the United States has set standards for potatoes such as maturity and size, which makes it difficult for Mexican potatoes to be sold to the United States, because they must not be too ripe to be sold to the United States, otherwise they are easy to rot, and it is difficult to meet the requirements of maturity.
The export growth of China's agricultural products to the three traditional export markets - Japan, Hong Kong and South Korea - is sluggish, of which exports to Japan only increased. The EU has repeatedly adopted non-tariff measures to restrict imports of agricultural products from China, and China's agricultural exports to the EU from January to May decreased year-on-year. "Green barriers", which have made many agricultural export enterprises taste bitter technical barriers, has become the biggest obstacle to the export of agricultural products after China's accession to the WTO.
