In May, the Pudong Work Committee of the Communist Party of China appointed Yang Ding to take charge of the education work in the guerrilla district, and Yang Ding compiled his own teaching materials to carry out anti-Japanese education.
In 1941, Yang Ding was transferred to the first district (now Laogang, Xingang and other areas) as the director of collection, responsible for collecting anti-Japanese public rations and funds for army activities. In his work, Yang Ding pioneered a new method of collecting donations from acres of land, which not only conformed to the CPC's policy, but also fulfilled the task of collecting land on time and exceeded the quota, thus ensuring the food needed for the troops' activities. For this reason, Yang Ding was commended by the leaders and gave a bonus of 6,000 yuan, and Yang Ding divided the bonus equally among the comrades who worked together.

On the afternoon of June 21, 1943, Yang Ding took his secretary and guards to Hushan District to inspect the tax collection work.
