Sixth provincial (autonomous region, municipality directly under the Central Government) people's water administrative departments set up water administration supervision corps;

Municipal (prefecture, prefecture, league) people's water administrative departments set up water administration supervision detachments;

County (city, district, banner) people's water administrative departments set up water administration supervision brigades.

The river basin management agencies under the Ministry of Water Resources shall set up water administration supervision corps, water administration supervision detachments, and water administration supervision brigades according to the actual situation.

According to the requirements of relevant laws and regulations and the actual needs of work, the water administration supervision teams of provinces (autonomous regions, municipalities directly under the Central Government), cities (prefectures, prefectures, leagues) and counties (cities, districts, banners) shall set up corresponding internal institutions (detachments, brigades, squadrons) in accordance with the supervision of the ecological environment of soil and water conservation, water resources management, river supervision, etc.

Seventh local water administration supervision teams at all levels by the people's water administrative departments at the same level to the competent department of the establishment of approval.

The water administration supervision teams of the Yangtze River, Yellow River, Huai River, Haihe River, Pearl River, Songliao Water Conservancy Commission and Taihu Lake Basin Management Bureau (hereinafter referred to as river basin institutions) under the Ministry of Water Resources shall be established with the approval of the Ministry of Water Resources; The water administration supervision team of the management unit under the river basin organization shall be established with the approval of the river basin organization.

Eighth province (autonomous region, municipality directly under the Central Government), city (prefecture, prefecture, league), county (city, district, banner) water administrative departments according to the needs of law enforcement, in its water conservancy project management units set up stationed water administration supervision team.

Article 9 The main responsibilities of the water administration supervision team are:

1. Publicize and implement water laws and regulations such as the Water Law of the People's Republic of China, the Water and Soil Conservation Law of the People's Republic of China, and the Flood Control Law of the People's Republic of China;

2. Protection of water resources, water areas, water engineering, soil and water conservation, ecological environment, flood control and drought relief, hydrological monitoring and other related facilities;

3. Supervise and inspect water activities and maintain normal water order. imposing administrative penalties or taking other administrative measures against citizens, legal persons or other organizations for violations of water laws and regulations;

4. Cooperate with and assist the public security and judicial departments to investigate and deal with water security and criminal cases;

5. Guide and supervise the subordinate water administration supervision team;

6. Entrusted by the water administrative law enforcement agency, handle administrative licensing and collection of administrative fees and other related matters.

Article 10 The legal work body of the water administrative law enforcement organ is responsible for the management of the water administration supervision team at the same level. The principal responsible person of the water administration supervision team shall be concurrently the responsible person of the legal work body of the water administrative law enforcement organ at the same level.

Article 19: The water administration supervision team implements a law enforcement responsibility system and an evaluation and evaluation system.

Article 20: The water administration supervision team shall establish and improve the system of decomposition of law enforcement responsibilities, the system of water administration supervision and inspection, the system of pursuing responsibility for wrongful cases, the system of law enforcement statistics, the system of pursuing law enforcement responsibility, and the water administration supervision work system such as registration, filing, approval, review and target management of water administrative law enforcement cases.

21st at the end of each year, the legal work body of the water administrative law enforcement organs and the water administration supervision team at the next higher level are responsible for the implementation of the law enforcement responsibility system of the water administration supervision team.

Water administrative law enforcement organs shall give commendations or awards to the water administration supervision teams and water administration supervision personnel who have made remarkable achievements in the water administration supervision work.

Article 22: Water administrative law enforcement agencies shall equip the water administration supervision team with the necessary special law enforcement equipment such as transportation, communications, surveys, audio and video, improve office conditions, and give water administration supervision personnel law enforcement allowances suitable for law enforcement tasks, and personal injury insurance.

The equipment standards for water administration supervision shall be separately stipulated by the Ministry of Water Resources.

Article 23 Water administrative law enforcement agencies at all levels shall ensure that funds for water administration supervision. The funds for water administration supervision shall be allocated from the water conservancy fees, and the insufficient part shall be paid in the administrative fees collected in accordance with the law, and the provisions on the "separation of revenue and expenditure" shall be strictly implemented.

Article 24: Water administration supervision personnel shall be loyal to their duties, abide by discipline and law, and shall not engage in favoritism. Water administration supervision personnel who have violated the law, discipline, dereliction of duty, and dereliction of duty shall be given criticism, education or administrative sanctions by the water administrative law enforcement organs depending on the severity of the circumstances; where a crime is constituted, the relevant departments are to pursue criminal responsibility in accordance with law.

Article 25 The Ministry of Water Resources shall be responsible for the interpretation of these Charters.

Article 26 This Charter shall come into force on the date of promulgation. On August 15, 1990, the Ministry of Water Resources issued Decree No. 1 "Water Administration Supervision Organization and Work Charter (Trial)" shall be repealed at the same time.
