On this basis, from the perspective of industrial economy, the overall architecture of the evaluation index system with the two-dimensional structure of system elements and industrial operation as the main body, and the six modules of infrastructure, operation system, auxiliary support and market structure, market behavior and market performance as the subsystems are determined. The evaluation contents of the subsystem development level evaluation of industrial operation and system element dimension, the relationship evaluation between system element dimension and industrial operation dimension, the coordination evaluation of each subsystem of the system element dimension, the industrial organization evaluation of industrial operation dimension and the comprehensive evaluation of road passenger transport modernization were determined. Taking Ningbo as an example, this paper comprehensively evaluates the modernization level of road passenger transport, and analyzes the evaluation results. The results show that the evaluation index system and evaluation method of road passenger transport modernization can accurately evaluate the development level of road passenger transport modernization and the interaction mechanism of various systems in Ningbo, which is theoretical, scientific and practical, and provides reference and reference for the formulation and implementation of strategic countermeasures for road passenger transport modernization in various places.
