In order to effectively prevent and extinguish forest fires, ensure the safety of people's lives and property, protect forest resources, and maintain ecological security, these Regulations are formulated in accordance with the Forest Law of the People's Republic of China.
These Regulations apply to the prevention and extinguishing of forest fires within the territory of the People's Republic of China. However, this does not apply to urban areas. In forest fire prevention work, the principle of giving priority to prevention and actively eradicating is implemented.
The national forest fire prevention command organization is responsible for organizing, coordinating and guiding the forest fire prevention work throughout the country. The competent forestry department is responsible for the supervision and management of forest fire prevention throughout the country, and undertakes the daily work of the national forest fire prevention command organization. Other relevant departments shall be responsible for the relevant forest fire prevention work in accordance with the division of duties.
Extended information: Any person who intentionally sets fire to a forest or other forest fire shall file a case; The area of forest land with an area of more than 2 hectares is a major case; Where the area of forest land is 10 hectares or more, or where a person is seriously injured or killed, it is a particularly serious case.

The revised regulations further improve legal liability in the following aspects:
First, it clarifies the legal responsibility of local people and their forest fire prevention command institutions, people's forestry authorities at or above the county level or other relevant departments and their staffs, who do not perform forest fire prevention duties in accordance with the law.
The second is to clarify the legal responsibility of the management units and individuals of forests, woods, and forest lands and other management counterparts for violating the relevant forest fire prevention management.
Third, it stipulates that anyone who violates the provisions of these Regulations and causes a forest fire and constitutes a crime shall be investigated for criminal responsibility in accordance with the law; If it does not constitute a crime, in addition to pursuing legal responsibility in accordance with the provisions of these Regulations, the responsible person may also be ordered to replant trees.
Fourth, in order to effectively curb and punish all kinds of illegal acts, the regulations have increased the amount of fines.

General Provisions of Chapter 1 of the Regulations on Forest Fire Prevention.
Article 1 These Regulations are formulated in accordance with the "Forest Law of the People's Republic of China" in order to effectively prevent and extinguish forest fires, ensure the safety of people's lives and property, protect forest resources, and maintain ecological security.
Article 2 These regulations apply to the prevention and extinguishing of forest fires within the territory of the People's Republic of China. However, this does not apply to urban areas.
Article 3 The principle of giving priority to prevention and actively eradicating forest fire prevention shall be implemented.
Article 4 The State Forest Fire Prevention Command Organization shall be responsible for organizing, coordinating, and guiding the forest fire prevention work throughout the country.
The competent forestry department is responsible for the supervision and management of forest fire prevention in the country, and undertakes the daily work of the national forest fire prevention command organization.
Other relevant departments of the State Dispatch and Absolute Affairs Council shall be responsible for the relevant forest fire prevention work in accordance with the division of duties and labor.
Article 5 The forest fire prevention work shall be carried out under the responsibility system of the local people's chief administrative officer at all levels.
The forest fire prevention command organization established by the local people at or above the county level according to the actual needs is responsible for organizing, coordinating and guiding the forest fire prevention work in the administrative area.
The local people's forestry authorities at or above the county level are responsible for the supervision and management of forest fire prevention in their respective administrative regions, and undertake the daily work of the people's forest fire prevention command institutions at the same level.
Local people at or above the county level and other relevant departments shall be responsible for the relevant forest fire prevention work in accordance with their duties and division of labor.
Article 6 The management units and individuals of forests, woods, and forest lands shall bear the responsibility for forest fire prevention within the scope of their operations.
Article 7 If the forest fire prevention work involves two or more administrative regions, the local people concerned shall establish a joint forest fire prevention mechanism, determine the joint defense area, establish a joint prevention system, implement information sharing, and strengthen supervision and inspection.
Article 8 The people at or above the county level shall include the construction of forest fire prevention infrastructure in the national economic and social development plan, and include the forest fire prevention funds in the financial budget at the same level.
Article 9 The State shall support scientific research on forest fire prevention, popularize and apply advanced science and technology, and raise the level of forest fire prevention science and technology.
Article 10 The people at all levels and the relevant departments shall organize regular forest fire prevention publicity activities, popularize forest fire prevention knowledge, and do a good job in forest fire prevention.
Article 11 The State encourages the transfer of forest fire risks through insurance, and improves the ability of forestry to prevent and mitigate disasters and to rescue itself after disasters.
Article 12 Units and individuals that have made outstanding achievements in forest fire prevention work shall be commended and rewarded in accordance with relevant state regulations.
Units and individuals that have performed outstanding in fighting major or particularly serious forest fires may be commended and rewarded on the spot by the forest fire prevention command organization.
