Rules of the Football Game.
Player Rules. A match shall be played by two teams with no more than 11 players per team, one of whom must be a goalkeeper. If any team has less than 7 players, the match cannot start.
In official matches hosted by FIFA, continental federations or national associations, a maximum of 3 substitutes can be used per match.
The rules of the competition shall state that several substitutes may be nominated, ranging from 3 to a maximum of 7.
In other matches, substitutes may be used in accordance with the following provisions:
The teams concerned agree on the maximum number of substitutes;
Inform the referee before the match;
If the referee is not notified before the start of the match or if no agreement is reached between the participating teams, no more than 3 substitutes may be used.
In all matches, the list of substitutes must be handed over to the referee before the start of the game. Substitutes who are not nominated are not allowed to participate in the competition.
Substitution Procedure: The following rules must be observed when substituted for a player:
The referee should be notified before making a substitution;
Substitute players can only enter the game venue after the substitute player leaves the field and receives the referee's signal;
Substitutes can only enter the field from the midline when the game is stopped;
When a substitute enters the playing field, the substitution procedure is completed;
From that point on, the substitute becomes an on-field player and is terminated as an on-field player by the substitute;
A player who has been substituted is not allowed to play in the match again;
The referee has the right to exercise authority over all substitutes, regardless of whether they are on the pitch or not.
Any player on the field can swap positions with the goalkeeper and stipulate:
Notify the referee before exchanging places;
Swap positions when the game is stopped.
Penalties for violations.
If a substitute enters the playing field without the permission of the referee:
stop playing; Warning the substitute and showing a yellow card to leave the playing field;
Play is restarted by dropping the ball at the point where the game is stopped.
If a player and goalkeeper swap places without the referee's permission
Continue to play; The player concerned will be warned and shown a yellow card when the match is dead.
For any other violation of this rule:
The player concerned will be warned and shown a yellow card.
If the referee stops the game to execute the warning:
Play is resumed by an opposing player who takes an indirect free kick from the spot where the ball is located when play is stopped.
If a player is sent off before kick-off, only one substitute may be selected from among the nominees.
A nominated substitute who is sent off cannot be substituted, either before kick-off or after the start of the game.
Resolution of the International Football Council.
Resolution I. In accordance with the conditions set forth in Chapter III of the Rules, the minimum number of players remaining on a team is determined by the National Association. However, the Council is of the opinion that if any team has less than 7 players, it will not be able to continue the competition.
Resolution II. A team** can give tactical guidance to its players during the game, and must return to their positions after giving guidance, and all teams** must be in the designated technical area and be responsible for their own actions.

In soccer, a goal is scored when the ball crosses the goal line in its entirety between the goal posts and under the crossbar without a previous violation of the rules of the game. A goal is scored when the ball crosses the inside of the line (i.e., the direction of the net) as a whole, that is, the whole of the ball is drawn perpendicular to the ground without touching the goal line.
The team with the most goals scored in the match is the winner. If both teams score an equal number of goals or neither team scores, the match will be a draw.
The rules of the competition shall state whether a tiebreaker or such other steps as may be agreed by FIFA to determine the winner of the match if the match ends in a draw.

Common rules for football matches: 1. The game time should be divided into two equal halves, each half of which lasts 45 minutes. The time lost in each half due to substitutions, handling of injuries, delays and other reasons shall be made up, the amount of time shall be determined by the referee.
At the end of each half-time or at the end of the match, if a penalty is taken, the time shall be extended until the penalty has been completed. Unless agreed by the referee, the break between the two halves shall not exceed 5 minutes. 2. Before the start of the game, the kick-off or venue should be selected by the market investment method, and the party that picks first should have the right to choose the kick-off or venue.
Play shall begin with a kick-in (i.e. kick-off ball) in the opposing half of the field by a member of the kick-off team after the referee has given the signal. Before the ball is kicked, each player shall be in his own half, and the opposing player of the starting team shall also keep no less than one metre away from the ball. After the ball has been kicked, it must roll to its own circumferential distance before play is considered to have commenced, and the kick-off player shall not touch the ball again until it has been touched or kicked by other players.
3. After scoring a goal, one of the players of the losing team shall restart the game in the same way. 4. At the beginning of the second half, the two teams should exchange venues, and the opponent of the first half kick-off team will kick off. 5. Any tee off that violates the rules of this chapter shall be reopened.
If the kick-off player touches the ball again before it has been touched or kicked by another player, the opposing player shall be at the place where the foul was committed. 6. Take an indirect free kick. If a player commits a foul in the opponent's goal area, the free kick may be taken from anywhere in the goal area.
