The use of remote sensing technology can obtain accurate observation data at any time, monitor land use, understand the change of cultivated land use, and provide a basis for the macroeconomic regulation and control of land and resources departments, so as to ensure that the "red line of 1.8 billion mu of cultivated land" is not breached. Recent application studies have shown that compared with mature foreign resource satellites, China's civil land resources satellites have obvious deficiencies in terms of payload technical indicators and image quality related to the application, which seriously affects their large-scale application in land resources survey and monitoring. Specifically, it is manifested in the following three aspects.

First of all, compared with similar foreign satellite data, there is a big gap between domestic resource satellite data in terms of absolute positioning accuracy, inter-band matching accuracy, internal geometric distortion and other geometric positioning. The absolute positioning accuracy of foreign high-resolution satellite data is generally between 3 10 m, the matching error between bands is generally less than one pixel, and the internal geometric distortion is generally less than one pixel. At present, the absolute positioning accuracy of domestic resource satellite data is generally between 30 500 m, the matching error between bands is generally between 1 3 pixels, or even more than 10 pixels, and the internal geometric distortion is generally between 2 3 pixels. The processing of foreign satellite data is simple, efficient, and the accuracy can easily meet the requirements of land survey and monitoring procedures. However, the processing of domestic satellite data requires manual selection of a large number of control points, which is very inefficient, and the accuracy is difficult to meet the requirements of land survey and monitoring procedures.

Secondly, the image clarity is insufficient, the amount of ground object information is low, and there is a sense of ambiguity, which is difficult to effectively solve by technical processing process, which affects its application effect in ground object recognition and mapping. The main influencing factors are, on the one hand, there are too many bands and noise points, on the other hand, because the MTF value of the optical system is low, the contrast of the image is low and blurry, the dynamic range of the data is too narrow, the image level is poor, and the quantization value of the image is generally 8 bits, which can not meet the requirements of fine recording of land use cover element information.

Finally, there is a lack of necessary parameters such as the position of the photographic instantaneous camera and the angular elements in all directions, the ellipsoidal projection parameters used, the latitude and longitude of the center point and the four corners of the scene, the angle of the sun's altitude, the angle of the sun's azimuth, and the time of photography, as well as the rigorous mathematical equations for imaging. So far, China has not launched the orthophoto correction model and software module corresponding to the domestic satellite sensor, and it is impossible to realize the rapid and high-precision production of the orthophoto map of domestic satellite data.
