The plan divides food safety incidents into four levels, namely particularly major food safety incidents, major food safety incidents, major food safety incidents and general food safety incidents. After the occurrence of a food safety accident, in accordance with the provisions of the plan, the health administrative department shall organize the analysis and evaluation of the accident in accordance with the law and verify the accident level.
Among them, the Ministry of Health, in conjunction with the Food Safety Office, put forward a proposal to start the I-level response to the Ministry of Health, and after approval, the National Emergency Response Headquarters for Particularly Major Food Safety Accidents was established to lead and direct the emergency response to the accident in a unified manner. In addition, for major, large and general food safety accidents, the provincial, municipal, and county-level people's organizations where the accidents are located shall establish corresponding emergency response command institutions, and uniformly organize and carry out emergency response work in their respective administrative regions. The plan for false reporting, concealment and omission will require the Ministry of Health to establish a unified national food safety information network system in conjunction with relevant regulatory departments.
The system includes food safety monitoring, accident reporting and notification, and early warning of potential food safety accidents. At the same time, it is required to establish and improve the information network for medical treatment and realize information sharing. The Ministry of Health is responsible for the unified management of the information network system.
The plan stipulates that if there is any delay, falsehood, concealment or omission of reporting the important situation of food safety accidents or other dereliction of duty or dereliction of duty in emergency management, the responsibility of the relevant responsible unit or responsible person shall be investigated in accordance with the law; where a crime is constituted, criminal responsibility is pursued in accordance with law. The key handling plan for the occurrence of the accident stipulates that the headquarters shall organize the analysis, evaluation and demonstration of the accident. If the assessment finds that the conditions for level adjustment are met, a proposal for adjusting the emergency response level shall be put forward, and it shall be implemented after approval by the people at the same level.
After the emergency response level is adjusted, the people in the area related to the accident shall take corresponding measures in combination with the adjusted level. When the assessment finds that the conditions for the termination of the response are met, the command puts forward a proposal to terminate the response, and reports it to the people at the same level for approval before implementation. When a food safety incident occurs in schools or childcare institutions, or during important national or regional activities, the response level can be increased accordingly and the emergency response can be increased.
