Before the May Fourth Movement, some radical intellectuals, such as Li Dazhao, appealed to society: "If we want to bring a new modern civilization to society from the roots, we must integrate the intellectual class with the working class." Second, for the first time in China's history, the two banners of "science" and "democracy" were held high.

In January 1919, Chen Duxiu further stated in the "Reply to the Crime of the New Youth": "We now believe that only these two gentlemen (Mr. De is democracy and Mr. Sai is science) can cure all the darkness in China's politics, morality, academics, and ideology. If you support these two gentlemen, all political oppression, social attacks, laughter and scolding, even if you cut off your head and bleed, you will not shirk."
"Science" and "democracy" have become the most important slogans of the May Fourth New Culture Movement and the most important content of the May Fourth spirit. In March 1919, Cai Yuanpei, then president of Peking University, clearly declared in his Letter to Gongyan Bao and Reply to Lin Qinnanjun that Peking University "should follow the general practice of all universities in the world and follow the principle of 'freedom of thought' and adopt inclusiveness." This policy, which reflected the demand for emancipation of the mind and the flourishing of scholarship, was welcomed by the Enlightenment and promoted the development of the Enlightenment Movement.
