Abstract: With the in-depth development of the market economy, the state's investment budget estimate for construction projects is becoming more and more accurate, the reduction range is gradually increasing, and the profit margin of construction enterprises is getting smaller and smaller. In this state of economic downturn, in order to survive and develop in the fierce market competition, construction enterprises must take the road of strengthening internal cost management, opening up sources and reducing expenditure, and improving quality and efficiency.
In this regard, I believe that only by strengthening the cost management of the project, implementing effective cost control, and reducing costs can we maximize the target profit. How to strengthen project cost management, this paper proposes five targeted aspects.
1. Improve the project cost control system and improve the quality of project management personnel.
The cost control system is a cost management network system with the project manager as the core, the project leadership team, the management of various business departments and the operation level, and each level of the system undertakes important cost control tasks.
Project cost management is to control the cost within the scope of the plan under the condition of ensuring that the construction period and quality are met. The project department should first prepare its own direct costs and on-site budget according to the internal economic contracting responsibility of the enterprise, and decompose it to all departments of the project department layer by layer and implement it to everyone. The project manager should take the lead in enhancing the awareness of cost reduction, and require all departments and employees to strictly implement the target responsibility system, do a good job in monthly cost planning, improve the quality of cost budget and actual cost analysis, and keep the project cost under control.
At the same time, the project department should also organize cost control analysis according to the monthly project progress, adjust and improve the key points and corrective measures of cost control in a timely manner, and strengthen the management personnel.

It is a complex process, which must be carried out from all aspects and links of construction, the dual control of material cost and quality, the combination of personnel quantity and training safety, the reasonable allocation of mechanical resources, and the full play of inspection and supervision in management.
