Article 2 The term "new food resources" in these measures refers to the articles that are not traditionally used or rarely used for food in China and are only eaten in individual areas, and are intended to be used to produce food (including food raw materials), food additives, and new raw materials for the production of food containers, packaging materials, food tools and equipment. Article 3 When applying for examination and approval, the production and operation enterprises or research and development units that use new resources must provide the hygienic evaluation data including:
Physical and chemical properties (including ingredient analysis, identification of impurities and harmful substances), safety toxicological evaluation, draft quality standards, production process, scope of use, dosage, residual (or migration) amount and its test methods; The nutritional evaluation information that must be provided includes: nutrient composition, digestion and absorption, and biological effects.
The safety toxicological evaluation shall be carried out in accordance with the "Food Safety Toxicological Evaluation Procedure" issued by the Ministry of Health.
When the examination and approval authority deems it necessary, it may request additional materials.
There are new resources on food habits in individual regions, which can provide information on epidemiological surveys of the population (consumption history, consumption reactions, necessary health checks). Article 4 The approval procedure for the use of new resources is: production and operation enterprises or research and development units to provide the information listed in Article 3 of these measures, to the local food safety supervision agencies, by the provinces, autonomous regions and municipalities directly under the Central Government food safety supervision institutions for preliminary examination, agreed to report to the Ministry of Health Food Hygiene Supervision and Inspection Institute for review, by the Health Standards Technical Committee Food Hygiene Standards Sub-Committee review and approval, submitted to the Ministry of Health for approval, the approval number is "Wei Shi Xin Zhun Zi No."
Article 5 can not provide all the information listed in Article 3 of these measures (such as quality standards) at the same time, must provide safety toxicology evaluation data, according to the fourth procedure approved by the Ministry of Health before trial production and test marketing, the approval number is "Wei Shi Xin Test No. ". The trial production and trial marketing period shall not exceed 2 years, during which the products can only be sold within the approved range.
6 months before the expiration of the trial production and trial marketing period, the remaining information must be provided in accordance with the fourth procedure of these measures for approval.
Trial products (including samples) are not allowed to be sold without approval. Article 6 The publicity of food, food additives, food containers, packaging materials, and food tools and equipment produced by using new resources must comply with the Measures for the Administration of Food Advertising (Trial) jointly issued by the State Administration for Industry and Commerce and the Ministry of Health. Article 7 Anyone who violates these measures and the Food Sanitation Law of the People's Republic of China (Trial) shall be investigated for legal responsibility in accordance with the relevant provisions of the Food Sanitation Law of the People's Republic of China (Trial).
Article 8 The Ministry of Health is responsible for the interpretation and revision of these measures.
These measures shall be implemented from the date of promulgation.

Regulations on the declaration and acceptance of new food raw materials.
Chapter I: General Provisions.
Article 1 In order to standardize the declaration and acceptance of new food raw materials, these provisions are formulated in accordance with the "Administrative Measures for the Safety Review of New Food Raw Materials".
Chapter IV: Review and Acceptance.
Article 19 After receiving the application materials for new food raw materials, the Health Supervision Center shall issue a "Receipt Voucher for Administrative License Application Materials" to the applicant.
Article 24: These Provisions shall be implemented as of the date of promulgation, and if the relevant documents in the past are inconsistent with these Provisions, these Provisions shall prevail. The former Ministry of Health's "Regulations for the Evaluation of Food Safety of New Resources" and the "Regulations on the Application and Acceptance of Administrative Licenses for Food Hygiene of New Resources" shall be repealed at the same time.
Article 25 These provisions shall be interpreted by the National Health and Family Planning Commission.
