Dust explosion-related enterprises shall establish and implement a dust explosion-proof safety management system, and the dust explosion-proof safety management system shall include the following contents:

1. Dust risk identification, assessment and control;

2. Investigation and management of hidden dangers of dust accidents;

3. Safety operation procedures for dust operation posts;

4. Special safety production education and training for dust explosion prevention;

5. Dust cleaning and disposal;

6. Operation, maintenance, overhaul and repair management of dust removal system and related safety facilities and equipment;

7. Emergency response and rescue of dust accidents.

When the department responsible for the safety supervision of dust-related explosion-related enterprises supervises and inspects the enterprise, it shall focus on the following contents:

1. The establishment and implementation of the dust explosion-proof safety production responsibility system and related safety management systems;

2. Dust risk list and identification and control information files;

3. Dust accident hidden danger investigation and management ledger;

4. Dust cleaning and disposal records;

5. Dust explosion-proof special safety production education and training records;

6. Safety management of maintenance, maintenance, fire and other operations in dust** dangerous places;

Article 11 Dust explosion-related enterprises shall regularly identify dust risk factors such as dust clouds and ignition sources, determine the location and scope of dust hazardous places, and assess and determine the safety risk level of relevant hazardous places according to key elements such as dust characteristics and the number of dust-related workers, formulate and implement control measures, clarify the responsible departments and responsible personnel, establish a safety risk list, and maintain information files on the process of safety risk identification, assessment and control in a timely manner.

Dust-related explosion-related enterprises shall set up safety warning signs in the processes, places, facilities and equipment and posts where the dust has a greater risk factor.

If there is a change in the process, place, facilities and equipment involved in the dust hazard, the dust explosion-related enterprise shall re-conduct the safety risk identification and assessment.
