1) After the completion of the project, the construction unit shall submit the project completion report to the construction unit and apply for the completion acceptance of the project. For the project to be supervised, the project completion report shall be signed by the chief engineer.
2) After the construction unit receives the project completion report, the project that meets the completion acceptance requirements shall be organized to form an acceptance group of experts from survey, design, construction, supervision and other units and other relevant aspects to formulate an acceptance plan.
C) the construction unit shall, 7 working days before the completion of the acceptance of the project, the time, place and the list of acceptance groups notified in writing to the engineering quality supervision agency responsible for supervising the project.
4) The construction unit organizes the completion and acceptance of the project.
1. The construction, survey, design, construction and supervision units shall report on the performance of the project contract and the implementation of laws, regulations and mandatory standards for project construction in all aspects of project construction;
2. Review the project files of construction, survey, design, construction and supervision units;
3. On-site inspection of project quality;
4. Make a comprehensive evaluation of the engineering survey, design, construction, equipment installation quality and various management links, and form the project completion acceptance opinions signed by the experienced team members.
When the construction, survey, design, construction, supervision and other parties involved in the completion and acceptance of the project cannot reach a consensus, they shall negotiate and propose a solution, and after reaching a consensus, reorganize the completion and acceptance of the project.
After the completion and acceptance of the project, the construction unit shall submit the project completion acceptance report in a timely manner. The project completion acceptance report mainly includes the general situation of the project, the implementation of the capital construction procedures by the construction unit, the evaluation of the engineering survey, design, construction, supervision, etc., the time, procedure, content and organizational form of the project completion acceptance, and the project completion acceptance opinions.
The project completion acceptance report should also be accompanied by the following documents:
a) Construction permits.
2) Review opinions on construction drawing design documents.
3) The documents specified in items (2), (3), (4), (9) and (10) of Article 5 of these Provisions.
4) The acceptance of the project signed by the personnel of the acceptance team.
5) Municipal infrastructure projects should be accompanied by quality inspection and functional test data.
6) The project quality warranty signed by the construction unit.
7) Other relevant documents provided for by laws and regulations.
The construction unit shall, within 15 days from the date of acceptance of the completion of the project, in accordance with the provisions of the Interim Measures for the Administration of the Completion and Acceptance of Housing Construction Projects and Municipal Infrastructure Projects, file with the local people's construction administrative departments at or above the county level where the project is located.

Regulations on the Quality Management of Construction Projects
Article 16 After receiving the report on the completion of the construction project, the construction unit shall organize the design, construction, project supervision and other relevant units to carry out the completion acceptance.
The following conditions shall be met for the completion and acceptance of construction projects:
1) Complete the construction project design and the contents agreed in the contract;
2) Have complete technical files and construction management materials;
3) There is an approach test report of the main building materials, building accessories and equipment used in the project;
4) There are survey, design, construction, engineering supervision and other units signed by the quality of the documents;
5) There is a project warranty signed by the construction unit.
If the construction project experience is qualified, it can be delivered.
